As Typhoon Labuyo, internationally named ‘Utor’ entered the boundaries of the Philippines, Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAG-ASA) raised signals in the different islands of Luzon.

As of August 12, Bagyong “Labuyo” raised a storm-warning signal no. 3 (101-185 kph winds) on Quirino, Nueva Vizcaya, Ifugao, Mt. Province, Ilocos Sur, Benguet, La Union and Pangasinan.

Substantial damage to property and agriculture are widely possible, along with moderate to heavy disturbance to communications and power systems. Any type of travel is heavily unadvised.

While Storm signal no. 2 (61-100 kph winds) on the areas of Isabela

Aurora, Southern Cagayan, Kalinga, Abra, Southern Ilocos Norte, Zambales, Tarlac and Nueva Ecija

The following areas can expect moderate damage to agriculture, as well as to structures made of light materials. It will be risky to travel by air or sea.

Meanwhile Signal No. 1 is raised on the Rest of Cagayan, Apayao, Rest of Ilocos Norte, Babuyan Group, Calayan Group, Pampanga, Bulacan, Bataan, Rizal, Northern Quezon, Polillo Island and Metro Manila

These places can expect winds 45-60 km/h within the next 36 hours. Some damage to agriculture may be experienced, and structures made of light materials may be partially damaged. Small seacraft are advised to stay ashore in these areas.

PAGASA stated on their online site (www.pagasa.dost.gov.ph) that public storm warning signals elsewhere are now lifted.

“Estimated rainfall amount is from 7 - 15 mm per hour (moderate-heavy) within the 500 km diameter of Typhoon. Residents in low lying and mountainous areas under signal #3, #2 & #1 are alerted against possible flashfloods and landslides. Likewise, those living in coastal areas under signal #3 and #2 are alerted against storm surges,“ PAGASA said.

Typhoon "LABUYO" will enhance the Southwest Monsoon, which will bring moderate to occasionally heavy rains over Southern Luzon and Western Visayas. Fishermen especially those using small seacrafts are advised not to venture out into the seaboards of Southern Luzon and western seaboard of Visayas due to big waves generated by Typhoon "LABUYO," – they added.

The public and the disaster coordinating councils concerned are advised to take appropriate actions and watch for the next bulletin to be issued at 5 PM today.
